The Republican Women's Organizations Don't Enforce Their Rules
A formal grievance filed in November 2025 was met not with action, but silence, delay, and deflection from Nevada’s highest-ranking Republican women leaders.
At a time when they are trying to recover from years of infighting that cost them huge losses in members, the Republican Women of Reno (RWR) organization can’t get its act together or enforce its own rules, and neither can state leadership.
In November 2025, I sent a grievance regarding the conduct of two local Republican women who hold leadership roles in the Washoe County political organizations.
What followed was not a resolution, a finding, or even a rejection of the complaint, but silence, delay, and ultimately deflection from the highest level of leadership in Nevada Republican women’s politics.

The grievance: abusive language and dismissive conduct
My grievance was straightforward and documented. After attending a Washoe Freedom Coalition event, I exchanged emails with Kate Vineyard and Debbie Hudgens regarding a party invitation they asked me to distribute, which I declined, stating that I was an independent journalist.
During that exchange, both women used language that was dismissive, belittling, and unprofessional, including calling my actions “childish,” telling me to “get over yourself,” accusing me of “riding coattails,” and questioning my integrity and political “alliance.”
I am not a member of their organization and was not under their authority. I write a newsletter and had been invited speak to their members, and then was rebuked for exercising independent judgment.

These are not random women in the Republican party organization. Debbie Hudgens is the current and former President of the Republican Women of Reno and serves on the Washoe GOP executive and central committees. Kate Vineyard organizes the Washoe Freedom Coalition and is the 1st VP of the Republican Women of Reno. Kate was also the Chair of RWR’s Political Affairs and Activities Committee.
What makes the situation more interesting is that the party they wanted me to promote was a fundraiser for Eddie Lorton, held at a property Eddie owns. The Washoe GOP has long had a policy of not endorsing candidates during the pre-primary stage of a campaign, yet they were trying to get me to promote an event that runs counter to their tradition.
Debbie and Kate told me to send out their flyer to my 5000 subscriber newsletter mailing list, and then attacked me when I declined.
Reaching out and getting no response.
I wrote to the leadership of Republican Women of Reno, the Nevada Federation of Republican Women, and the National Federation of Republican Women, outlining the conduct and requesting that the grievance be addressed.
No one responded. No acknowledgment. No referral. No explanation.
Later, I learned that during this time, Debbie Hudgens was re-elected to a second term as President of the Republican Women of Reno.
Eventually, I was introduced to Jennifer Tuggle, the newly installed President of the Nevada Federation of Republican Women. NvFRW is a federation of local Republican women’s clubs that promotes Republican principles, political education, and grassroots involvement in elections. RWR is a member club.
I document how Eddie Lorton has been running the same losing strategy for 12 years.
The promise of an investigation
On January 11, 2026, I sent Ms. Tuggle a formal grievance email with documentation attached. Later that same day, she replied:
“I am sorry you have been treated with such disrespect. Please let me look into this situation, and I apologize that it wasn’t taken care of promptly when it occurred. I will get back to you after a thorough investigation and getting advice from our General Counsel.”
That response matters. It acknowledged misconduct. It promised an investigation. It is committed to follow-up.
Three weeks of silence
After that email, nothing happened. No request for clarification. No notice of process. No finding. No timeline. 3 Weeks passed.
On February 2, after 3 weeks without an update, I sent a brief follow-up email asking how the investigation was going.

The deflection
Later that day, I received the following response:
“With the new year of my taking office, I found that we no longer have the General Counsel that I thought we had for my term in office. I am not trying to ‘put’ you off in any way but as a newly elected President and just 33 days in office I am dealing with many situations in the North and South that need my undivided attention. I am looking forward to meeting you when I am in the Northern area.”
What that email does not say is just as important as what it does.
It does not say the investigation is ongoing.
It does not say the investigation was completed.
It does not say the complaint was dismissed.
It does not reference any rules, bylaws, or standards of conduct.
It does not explain why 3 weeks passed without communication.
Instead, it reframes a promised investigation as a staffing and workload issue, and as a future in-person conversation.
This is not a legal matter. A General Counsel does not have to get involved. This organization has bylaws. The President can enforce them upon a review of the evidence.
Intentionally disrespectful behavior, name-calling, and belittling communications violate standards of conduct.
I sent Jennifer the email exchange between Kate, Debbie, and me. Their behavior was clear. All that was needed was to confirm that the offending parties had written the emails and enforce the rules.
These women continue to attack me on social media and in the comments of my articles, despite the grievance being filed. They won’t accept that Eddie runs a failing campaign while having no rebuttal to my documented articles.
Why this matters
Nevada Federation of Republican Women is not a social club. It is a statewide political organization with bylaws, officers, and standards led by a state president who has the authority to enforce the rules.
Codes of conduct exist to help organizations address unprofessional behavior without the need for lawyers. Internal discipline, warnings, findings, or even a removal are governance functions, not legal proceedings.
Once leadership acknowledges disrespect and promises an investigation, the organization owes:
A finding
A rejection
A clear explanation of the process
Silence followed by deflection is not any of those. As of the publishing of this article, I have not received a reply, an apology, or anything.
The unanswered question
If the rules are not enforced, people like Kate Vineyard and Debbie Hudgens can use the organization for their own purposes without oversight, which they do, from what I have seen and heard.
People tell me that these Republican Women’s organizations have lost considerable membership over the years and are seeking to regain it, yet they won’t abide by professional standards of conduct.
If you want to attract new members, you need a reputation for fairness and rule-following, not infighting and dictatorship.
If leadership promises an investigation and then abandons it without explanation, what confidence should members, donors, or volunteers have that complaints will ever be handled fairly, especially when they involve insiders?
This article is about transparency, process, and accountability, the same standards political organizations regularly demand of government institutions, candidates, and public officials.
Those standards should be enforced internally as well, or what is the point of joining and donating to these organizations?

It is sad to see how the organization of Republican Women of Reno has fallen. It used to be a very good and honest group of ladies.
